1. About the Customer

Smart Communities is a South African startup founded in 2022 by Najen Naidoo. Operating in the NGO and municipal community service delivery space, the company provides AI-powered incident management solutions that help municipalities and community service organisations improve how residents in informal settlements report and escalate service delivery issues.

The Smart Communities platform enables residents to report incidents such as water outages, power failures, infrastructure damage, security concerns, and general municipal service issues. These reports are captured and routed to the relevant municipal authority for resolution, giving operations teams greater visibility into field incidents and community needs.

Accurate, timely incident data is critical in this environment. Delayed or incomplete reporting can directly affect service delivery outcomes, particularly in underserved communities where residents may already face barriers to accessing municipal support.

2. The Challenge

Smart Communities already provided residents with a mobile application for reporting municipal service incidents such as water outages, electricity failures, infrastructure damage, and other community issues.

However, many residents living in informal settlements faced challenges accessing the application consistently. Limited internet connectivity, lower smartphone adoption rates, and bandwidth constraints meant that a significant portion of the target community could not reliably use the mobile app to report incidents.

As a result, Smart Communities needed a more accessible reporting channel that would:

  • Allow residents to report incidents using technology they already use every day.
  • Function effectively in low-bandwidth environments.
  • Capture accurate and structured incident information.
  • Integrate seamlessly with the existing incident management platform.
  • Maintain data consistency across all reporting channels.

The organisation required a solution that would reduce barriers to participation while ensuring municipalities continued receiving high-quality incident information for action and resolution.

3. The Solution

Silicon Overdrive designed and implemented an AI-powered WhatsApp incident reporting solution built on AWS, enabling residents to report municipal service issues through a familiar and widely adopted communication channel.

The solution combines guided WhatsApp interactions with advanced natural language understanding, allowing residents to describe incidents conversationally while ensuring all required information is captured accurately.

Using Amazon Bedrock AgentCore and Anthropic Claude Haiku 4.5, the intelligent agent guides residents through a structured reporting process, asks relevant follow-up questions, classifies incidents, and automatically captures the information required for successful registration.

Once an incident report is complete, the solution integrates directly with the Smart Communities platform, ensuring incidents submitted through WhatsApp are processed and managed in the same way as incidents submitted through the mobile application.

Key capabilities of the solution include:

  • Natural language incident reporting through WhatsApp.
  • Guided conversational workflows to improve data quality.
  • Automated incident classification and information extraction.
  • Direct integration with the Smart Communities incident management platform.

The architecture was designed to support future growth as Smart Communities expands its reach across municipalities and communities throughout South Africa.

4. The Results

The implementation provided Smart Communities with an accessible, low-bandwidth reporting channel that significantly expanded access to municipal incident reporting.

Residents who previously struggled to use the mobile application can now report incidents through WhatsApp using a familiar interface, helping remove barriers to participation and improving the flow of information between communities and municipalities.

The introduction of AI-driven conversational reporting also improved the quality and consistency of incident data captured through the platform, reducing manual intervention and creating a more efficient reporting process.

5. Delivering Better Community Outcomes Through AI

By combining AWS Generative AI capabilities with the accessibility of WhatsApp, Smart Communities successfully expanded access to municipal service reporting for residents living in underserved communities.

The solution enables more residents to participate in service delivery processes, improves the quality of incident information received by municipalities, and creates a scalable foundation for future growth.

Through this implementation, Smart Communities has strengthened its ability to connect communities with local government, helping ensure that critical issues are reported, tracked, and addressed more effectively.
